Tack Inserts
If you want to take pain public, you may want to consider making tac inserts for their underwear.All an insert needs consist of are two identical strips of cardboard. Through one, push as many thumb tacks as you can. Then staple the other over the back, holding the tacks in place. Triangles fit the front of underwear well, while ellipses fit in to the cups of bras.
Once you have made the inserts, have your submissive wear them while out and about. They will provide a constant stimulus without becoming too painful - unless pressure is applied.
